 Council Meeting

November 14, 2006

 

Members in attendance: Dennis Olson, Judy Ciampoli, Ann Fina, John Flynn, Larry Hecker, Elaine Hill, Jerry Rothbaum

 

Guests:  Simon Herbert, Pima County Cultural Resources & Historic Preservation Office; Robert Jones; Tamiyo Morishita (neighborhood residents)

 

Simon Herbert has been working on the Adkins property project for the County. He distributed a handout that shows that the property represents a substantial part of the Fort area. He intends in the future to do a tour of the property and may try to plan this for February’s La Reunion event.  Three officers’ quarters for the Fort are on the property, only parts of which are standing. One building is restorable. The buildings will be protected by a fence and light poles will be installed by TEP to help provide security during the restoration period. Scope of the work will include an archaeological investigation and the preservation of the buildings. A master plan will be developed that will help determine how this parcel fits into the whole of the historic district and how it will be interpreted. Simon also displayed photographs he took of the buildings on the site.

 

A committee will be established to work with the intergovernmental group. Included in the scope of the committee’s work will be a plan to maintain the buildings properly. Public meetings will be held as part of the master planning.

 

 

Approval of Minutes:  Jerry Rothbaum moved and Elaine Hill seconded that the minutes of the OFLNA meeting of October 17, 2006 be approved as read. Motion carried.

 

Treasurer’s Report

 

The report was presented by Judy Ciampoli.  As of October 31, OFLNA had $81,564 in checking/savings. Ann Fina moved and John Flynn seconded that we approve the Treasurer’s report. Motion carried.

 

Committee Reports:

 

La Reunion

 

Judy Ciampoli attended a La Reunion planning meeting in October and reported that work has been delegated to a number of volunteers and is progressing well. Judy summarized the work of the new docent tour program which will provide several walking tours during La Reunion and may continue as a regularly scheduled program for the neighborhood in the future.  Judy requested that the Council approve expenditures up to $300 for docent training materials etc. John Flynn moved and Ann Fina seconded that the Council approve expenditures up to $300 for docent program use. Motion carried.

 

Ann Fina added that there may be a problem with the phone at the Chapel and will ask Bill Anderson to check this. She also noted that the DVD of the 25th La Reunion anniversary will be for sale for $25. Invitations have gone to the printer for the event. 

 

Building

 

It was reported that the work of the Chapel support building project will begin following approval of permits.

Motion made and seconded to approve right of access to property for contractors during San Pedro improvements. Motion carried. The President will sign necessary paperwork.

 

 

 

Land Plan

 

Elaine Hill wrote a letter to Ft. Lowell park administration concerning issues such as overflowing dumpsters, ball field lights kept on when not necessary, and the need for emergency improvement to the hospital adobe structure. The northwest corner of the property also needs cleaning up.

 

Demolition of the Ft. Lowell Rd. property where the school house is located will resume soon again; the company will meet with the neighborhood’s Historic District Board to discuss. The proposed second story addition to the house at 5328 Ft. Lowell was not approved and will need to be redesigned.  Barry Spicer is working on the native species plant guide.

 

Old Business

 

Data gathering is continuing RE the property issue with the de Pagter family. A restraining order is being sought to prevent any other action taken at the Studio Building. 

 

A small neighborhood cleanup in early November resulted in the cleanup of the Ft. Lowell Rd. islands and the trees were trimmed as well..

 

New Business

 

Council member Bill Sherrill resigned from the Board recently. Dennis will check into the possibility of appointing a replacement.

 

The Tucson Medical Center PAD plan has not yet been submitted. The neighborhood needs to determine our feedback process to the plan.
